Inside Texas SB 2420: The Battleground Over App Store Age Verification and Minor Safety

The digital landscape has long operated on a loose premise of digital self-declaration—where clicking a box confirming you are “18 or older” has been the primary barrier to entry for decades. In recent years, however, state legislatures have sought to upend this status quo. Among the most ambitious and heavily contested legislative efforts in this space is Texas Senate Bill 2420, widely known as the App Store Accountability Act.

Designed to fundamentally alter how mobile applications and digital storefronts handle minors, the law sits at the volatile intersection of child safety, corporate compliance, and constitutional law.

1. What is Texas SB 2420?

Passed by the Texas Legislature and signed into law in May 2025, SB 2420 targets the gatekeepers of mobile software: major app stores. Rather than placing the burden entirely on individual app publishers to verify who is downloading their software, the legislation places primary accountability on the platforms themselves—such as Apple’s App Store and Google Play—to verify user ages upon account creation.

Under the framework of SB 2420, users are classified into four distinct age categories:

  • Child: Under 13 years old
  • Young Teenager: 13 to 15 years old
  • Older Teenager: 16 to 17 years old
  • Adult: 18 years and older

For any user under the age of 18, the law mandates verified parental consent before they are permitted to download apps or execute in-app purchases. Furthermore, app stores are required to prominently display content ratings and descriptions, while passing necessary age and consent statuses down to individual app developers so they can tailor their internal data handling and compliance.

2. Core Compliance Requirements

The statute imposes operational mandates on both platform operators and third-party software developers:

| Entity | Core Responsibilities |
| :— | :— |
| App Store Operators | Implement commercially reasonable age-verification methods during account creation; secure and track parental consent for minors; transmit age categories to developers; provide mechanisms for parents to revoke approval. |
| App Developers | Receive and respect verification states passed from app stores; adhere to strict data minimization rules (
